NEWS RELEASE
Philippines’ Land Transportation Office accelerates
drive for efficiency with Sybase IQ
Philippines – March 18, 2008 – Sybase, Inc. (NYSE: SY), a leading provider of enterprise infrastructure and mobile software, recently announced that the Philippines’ Land Transportation Office (LTO) has selected Sybase IQ as the foundation for its upgraded computer system, in order to consolidate databases, speed transaction processing and cut customer waiting time.
As a Division of the Department of Transportation and Communications (DOTC), the LTO currently utilises several databases each addressing different tasks, including: the issuance of driving licences and motor vehicles registration; settlement of traffic cases; and collection of revenues.
LTO’s information and data appear on separate sites and databases. LTO could not access information immediately.
“Rapid growth in the number of private and commercial vehicles throughout the Philippines has brought about an increase in transaction volume – which we expect to steadily rise in the coming years,” said Reynaldo Berroya, DOTC Undersecretary for Telecommunications and former LTO Chief. “We needed to build a transaction processing system to manage this huge amount of information, as well as providing effective data analysis - all in a timely fashion.”
Miguel Dalawampu, Stradcom Vice President – Technical and Information Technology Operations Division explained, “When selecting an enterprise data warehouse platform, Sybase IQ stood out because of its excellent performance, reporting and ad-hoc query characteristics. Data compression is also a significant factor because the LTO has large volumes of records that must be held for long periods, in order to meet government regulations.”
Stradcom Corporation, the exclusive service provider for the LTO IT Project, together with the LTO, selected Sybase IQ based on the features it provided and on its performance, which matched their service requirements.
Sybase IQ is the centrepiece of a new data warehouse infrastructure, which sits alongside the existing Sybase ASE computer system.
“Sybase IQ is designed for rapid reporting and data analysis and makes a perfect complement to the existing transaction-oriented Sybase ASE database,” said Ramon Reyes, Stradcom Vice President for LTO Business Operations and Client Management. “We are very comfortable with the new system and confident that it will meet the needs of the LTO.”
Stradcom believes that technology should be used to improve government’s services to its people. Reyes, pointed out the LTO – IT project stands to benefit as new technology comes in. “In the bigger picture, it is the Filipino people who will enjoy the benefits of better service and for us, that makes good business sense,” Reyes added.

About STRADCOM
STRADCOM is the Philippines’ leading private sector proponent for government information technology projects under the Build-Own-Operate (BOO) Option of the Build-Operate-Transfer (BOT) Law.
Stradcom believes the Build - Own - Operate option is the best way on how the private sector can help government agencies modernize their systems and services.
